They were most active in the 1990&#039;s and if anything they have been less vocal since Putin came into office though one can argue that this is because the MoD has chosen to actively cooperate with them on a number of issues and not because Putin has cracked down on NGO&#039;s in general.

		<description>It is good that there are committees in the country who are looking at these sort of things, to bring them out and bring justice.  In the 90&#039;s they did not have such groups, but now that things are looking bright for Russia&#039;s future, there could be peace between different ethnic groups.

		<description>I don&#039;t know about you, but when a country faces hardships during the 90&#039;s and half of their development sectors left (because they where part of other countries during the USSR times), they do not have the infrastructure to build a massive naval fleet in a matter of months.  No, but they are indeed building new naval bases and laying out new designs for ships, aircraft carriers, and alike, to be able to be prepared so when they do have the infrastructure, they can accelerate production.

Russia uses less then 3% of their GDP on the military.  If they wanted, they can accumulate way more money for their military then what they currently do.

Anyway, Russia was and is more of a land power rather then sea based power.  But I see them increasing their fleets in the near future with aircraft carriers (even if they are pocket carriers) so they can make sure their presents in Africa and in South East Asia is assured.</description>

		<description>Some parts of Russia are vastly more expensive to live in than others. It&#039;s a cost of living adjustment based on location. For those serving in the Moscow region for example it can mean a doubling of your base pay. There was an additional coefficient applied to those soldiers who were based in Chechnya or other &quot;hot zones,&quot; but with the official end of the counter terrorist operation in Chechnya there is no longer any bonus for service in Chechnya. This has resulted in some minor protests in the ranks recently because people are still being killed in Chechnya, but are no longer getting any bonus pay for serving there. 

Russian soldiers do receive additional &quot;bonuses&quot; for war games, and for undertaking various other training or educational endeavors. Few soldiers or officers just take home base pay, you couldn&#039;t really survive on just the base salary.  

Here is a good source on the subject of pay in the Russian armed forces. It&#039;s a little bit dated, but still excellent for the most part. If you have any more questions please ask.
